Brian Fennema
Founder & Principal
Brian Fennema brings more than 25 years of experience at the intersection of federal law enforcement, national security, and military intelligence. Most recently, he served as a GS-1811-13 Special Agent with the EPA Criminal Investigation Division in Chicago, where he led environmental crime investigations across the Midwest in coordination with the FBI, DOJ, and state and local agencies — managing cases from initial lead development through federal prosecution.
Brian’s federal career has taken him from combat operations in Iraq to investigating federal crimes. He has served as a Counterintelligence Special Agent with DCSA, a Task Force Officer on the FBI’s Joint Terrorism Task Force, and an Operations Officer with the 902d Military Intelligence Group. In Estonia, his team generated 25% of all intelligence reporting for Operation Atlantic Resolve across four countries. In Iraq, he supported a 750-member combat infantry unit. Over the course of his career, Brian has spent nearly a decade living and working overseas across three continents — including assignments in South Korea, Iraq, Qatar, Kuwait, Germany, and Estonia.
He is the founder of Raven Oak Consulting, LLC, an SDVOSB/VOSB-certified firm specializing in strategic intelligence, due diligence, and litigation support. Raven Oak brings the rigor of federal investigative methodology and military HUMINT tradecraft to legal and corporate clients navigating complex, high-stakes matters.
Brian holds a Master of Arts in National Security Studies from American Military University and a Bachelor of Science in Law Enforcement from Black Hills State University, and maintains an active Top Secret/SCI clearance.
